The sixth edition of the Africa Financial Summit (AFIS) opens today\u00a0 in Luanda, Angola, under the theme \u201cMaking Capital Count: Unlocking Growth Through African\u00a0 Finance.\u201d Organized by Jeune Afrique Media Group in partnership with the International Finance\u00a0 Corporation (IFC), a member of the World Bank Group, the summit brings together more than\u00a0 1,500 financial leaders, investors, regulators and policymakers from across Africa and around the\u00a0 world for two days of discussions.<\/span><\/p>\n

Africa\u2019s financial sector enters this new phase on increasingly solid foundations, following years\u00a0 of sustained growth and improved profitability. Banking revenues have risen from approximately\u00a0 USD 83 billion in 2020 to over USD 100 billion in 2025, while return on equity has reached 19%,\u00a0 nearly twice the global average. Yet loans still account for only around 30% of African banking\u00a0 assets. This gap exposes the continuing difficulty of directing financial resources towards\u00a0 businesses, agriculture, housing and infrastructure.\u00a0<\/span><\/p>\n

The challenge is therefore not simply to mobilize more capital, but to deploy it more effectively.\u00a0 This means channeling pension and insurance savings into long-term investment, sharing risks\u00a0 across public and private stakeholders, and developing financing products for businesses that\u00a0 remain outside traditional lending models.\u00a0<\/span><\/p>\n

Institutional scale matters too. Africa\u2019s 30 largest banks hold approximately USD 1.2 trillion in\u00a0 assets, less than one-third of the combined balance sheets of their Latin American counterparts.\u00a0 But consolidation will only deliver results if it helps finance larger projects, builds sector expertise\u00a0 and connects still-fragmented markets.<\/span><\/p>\n

The summit brings together leaders from banking, capital markets, insurance and development\u00a0 finance, including Makhtar Diop (IFC), Sidi Ould Tah (AfDB), Serge Eku\u00e9 (BOAD), George Elombi\u00a0 (Afreximbank),Jeremy Awori (Ecobank), Luis L\u00e9lis (BAI), Edoh Kossi Amenounv\u00e9 (BRVM), <\/span>Samaila\u00a0 Zubairu (AFC), <\/span>and Armando Manuel (FSDEA). Angola\u2019s Minister of Finance, Vera Daves de\u00a0 Sousa, and the Governor of the National Bank of Angola (BNA), Manuel Ant\u00f3nio Tiago Dias, are\u00a0 also taking part. Hosting AFIS in Southern Africa and a Portuguese-speaking country for the first\u00a0 time broadens dialogue among the continent’s financial centres.\u00a0<\/span><\/p>\n

Makhtar Diop, Managing Director of the International Finance Corporation (IFC), said; \u201cAfrica has\u00a0 capital. It has entrepreneurs. It has extraordinary talent. Our task is to connect these strengths\u00a0 through financial systems that can deliver on the continent’s ambitions. The conversations we\u00a0 have, the partnerships we forge, and the commitments we make over the next two days at AFIS\u00a0 will help determine whether African savings become the capital that builds African businesses,\u00a0 African infrastructure, and African jobs.\u201d\u00a0<\/span><\/p>\n

Amir Ben Yahmed, CEO of Jeune Afrique Media Group and founder of the Africa Financial Summit,\u00a0 said: \u201cOver the past two decades, Africa\u2019s financial sector has grown considerably stronger. But\u00a0 the challenge is no longer simply to build stronger financial institutions. It is to ensure they play a\u00a0 greater role in driving the continent\u2019s growth. The future of African finance will be measured not\u00a0 only by the strength of its balance sheets, but also by its ability to finance large-scale projects,\u00a0 harness the opportunities of innovation and make a tangible contribution to the transformation\u00a0 of our economies.\u201d\u00a0<\/span><\/p>\n

In his morning keynote, African Development Bank Group President Sidi Ould Tah will call for\u00a0 closer coordination among national, regional and continental institutions under the New African\u00a0 Financial Architecture for Development. The aim is to help bridge Africa\u2019s annual development\u00a0 financing gap, estimated at USD 400 billion. Guarantees, risk-sharing instruments and local\u00a0<\/span><\/p>\n

currency financing are among the tools intended to make more projects bankable and mobilize\u00a0 private investment<\/span><\/p>\n

The first findings of the sixth Deloitte-AFIS African Financial Industry Barometer will also be\u00a0 presented during the opening morning. Overall confidence among surveyed institutions remains\u00a0 at 8\/10, but regional integration is struggling to deliver tangible progress: 69% of respondents say\u00a0 implementation of the African Continental Free Trade Area (AfCFTA) is moving too slowly, while\u00a0 only 11% report already being connected to the Pan-African Payment and Settlement System\u00a0 (PAPSS). The findings underscore the gap between financial institutions\u2019 strength and their ability\u00a0 to operate across the continent. The full report is due in January.\u00a0<\/span><\/p>\n

On Wednesday, November 4, a panel of central bank governors will take the discussion forward,\u00a0 focusing on monetary conditions, regulatory frameworks and payment systems needed to\u00a0 facilitate capital flows and support the real economy.
